The rules for carrying animals on the New York subway are clear: “No person may bring any animal on or into any conveyance or facility unless enclosed in a container.”
But there is a little loophole in these rules. They say nothing about the size of the animal, and this is how animal lovers used this to avoid a fine.
Like this guy in the picture below. He managed to avoid a fine on the New York subway by putting his big husky into a tote bag.
